WASHINGTON, Sept. 7 (PTI) — Designating Russia as a state sponsor of terrorism is not an effective way to hold it accountable, as it could have unintended consequences for Ukraine and the rest of the world, the White House said.

“As the president has said, and as we do believe, (declaring Russia a state sponsor of terrorism) is not the most efficient or powerful way forward that we’ve said many times before, holding Russia accountable,” White House said. Press Secretary Carine Jean-Pierre told reporters at her daily press conference on Tuesday.

Designating Russia as a state sponsor of terrorism could have unintended consequences for Ukraine and the world, she said.

“For example, according to humanitarian experts and NGOs we spoke to, this could seriously affect the ability to deliver aid in the Ukrainian region,” she said.

Another reason is that it could drive key humanitarian and commercial actors away from promoting food exports to help alleviate the global food crisis and jeopardize the Black Sea Ports Agreement, which has resulted in more than 1 million tons of Ukrainian food exports to the world, including those in The press secretary said the Horn of Africa could face famine.

Pierre also said that all efforts so far to hold Russian President Vladimir Putin accountable would be undermined.

“It will also weaken our unprecedented multilateral conditions, which have been very effective in holding Putin accountable, and may also weaken our ability to support Ukraine at the negotiating table. So we don’t think this is the most efficient way, nor the most efficient way to do it. A strong way forward,” she told reporters in response to reporters’ questions.

Instead, the United States has implemented serious consequences consistent with those that would be imposed under this designation.

“Our sanctioned export controls to further isolate Russia from the global economy are having a big impact. That’s how we see it with the work we’ve done,” Jean-Pierre said.

“In this case, Russia defaulted on its foreign debt for the first time in more than a century. As we said, we are killing Russia’s military supply chain. For example, as you have all heard, Russia has to rely on North Korea, while Iran cannot Not relying on its military equipment. Just last week, the G7 pledged to impose price caps to depress Putin’s oil prices and deprive him of the main source of income that finances the war,” she said.

The United States will support the use of further tools to promote accountability for Russia’s war in Ukraine. She added that this will be the focus of attention in the United States.
