The court reviewed and considered all documents filed in support of and against the request and considered the arguments presented at the hearing, the order reads. And on this basis, the court makes a decision and certifies to the US Secretary of State that Rana can extract the alleged offenses that are the subject of the request.

The statement came a month before Prime Minister Narendra Modi’s visit to the United States.

Rana was arrested in the United States on an extradition request from India for his role in the Mumbai attacks, in which 10 Pakistani terrorists held a siege of iconic Mumbai sites for more than 60 hours, attacking and killing 160 people. Multiple people, including 6 Americans.

Indian authorities said Rana conspired with his childhood friend David Coleman Headley to assist the Pakistani terrorist organization Lashkar Lashkar in planning terrorist attacks. Hedley and Rana attended military high school together in Pakistan.

Rana’s immigration law center in Chicago and a satellite office in Mumbai were allegedly used as fronts for terrorism between 2006 and 2008, prosecutors said.

Hedley, the mastermind of the 26/11 Mumbai attack, has pleaded guilty and testified against Rana. Rana is fighting extradition by claiming double jeopardy after he was acquitted of the Mumbai massacre charges in federal court in Chicago. Rana argued that he had been acquitted of the charges he would face overseas. (Arnie)
