The 2022 World Sailing Congress will be an eight-day meeting from October 22-29, allowing delegates to review and discuss federation strategies and make key decisions that affect the future of the sport and its players.

Representatives include sailors, event organisers, Member National Authorities (MNAs), committee members, class societies, boat builders and representatives of the World Sailing Partners.

I attended the 2018 and 2019 conferences in Florida and Bermuda respectively and found them instructive. The gains from the conversation and the attendees were worth it, but I also felt nervous about the future (and wrote about it).

Attendance can be expensive, and with the 2020 conference set to take place in Abu Dhabi, fears are heightened. But then the pandemic hit, shifting 2020 and 2021 events to virtual platforms. This year, however, is back to face-to-face meetings and back to the postponed United Arab Emirates capital location.

Decisions made at conferences affect all levels of the sport, from elite competition to the grassroots. Ahead of the Congress, World Sailing received 61 submissions proposing changes to World Sailing’s rules, policies and regulations. Committees, MNAs, class associations, and boards are eligible to make proposals in advance.

Not surprisingly, I know that attendance is low due to the disappearance of many committee and council members. The perceived value of bringing attendees together is reduced by attendee pricing. It remains to be seen how participation in 2022 will affect governance, but if only rich countries can participate, it could be bad for the movement as a whole.

The decision-making structure allows the World Sailing Council to meet on October 28-29 to approve, reject or defer the committee’s recommendations and proposals, and to approve proposals at its annual general meeting on October 29.
