The UAE government hosted a government delegation from the Republic of Zimbabwe as part of bilateral cooperation between the two countries on government development and modernization. During the official visit, the delegation briefed the delegation on the UAE’s significant experience in institutional management and government work.
The delegation included Solomon Mhlanga; Albert Tagiwa Chikondo, Venia Kudzai Jean Makaya, Tafara Matekaire, Causemore Maringa, Steyn Berejena, Pius Mapanga Mabugu; Nelson Charombilla; Leona Tatenda Ndou, Ngoni Manyika and Papunge Mapfumo from the Office of the President and Cabinet .
The visit was to activate a bilateral cooperation agreement on government development signed between the governments of the UAE and Zimbabwe during the World Government Summit last February under the Government Experience Exchange Programme.
Commenting on the visit, Abdulla Nasser Lootah, Undersecretary of Cabinet Affairs for Competitiveness and Knowledge Exchange, said the development of the new working model in partnership with the Zimbabwean government reflects the UAE government’s efforts to share its best experiences and innovative working models with other governments to improve Efficiency, performance and readiness levels to build a better future.
Bilateral cooperation with the African continent, especially with Zimbabwe, aimed at enhancing capacity and empowering government cadres with the necessary tools to advance working models and improve performance, efficiency and productivity will have a positive impact on social well-being, he said. He further added that the visit was an important step in activating intergovernmental cooperation and laying the groundwork for further strengthening of bilateral cooperation with Africa and globally.
Solomon Mlanga, Permanent Secretary for Public Sector Reform and Performance Management, Office of the President and Cabinet, said the bilateral cooperation between the governments of the UAE and Zimbabwe is a new step in strengthening the country’s position in international indices. He described it as an excellent opportunity to exchange government expertise and share the successful experiences of the UAE’s design and implementation over the past few years.
He added that the visit, which is part of the bilateral cooperation under the UAE government’s experience exchange programme, is a new milestone for the Zimbabwean government aimed at improving performance levels and setting unique innovation standards. It enables the government to identify its key challenges and opportunities to create its working model, thereby supporting the country’s initiatives to achieve Vision 2030 and National Development Strategy goals.
The visit included several meetings and a knowledge tour, with the Zimbabwean delegation briefed on the UAE Government’s top experiences and practices, including the Future Services 1 Center and Government Accelerator. The delegation met with Lootah to discuss activating the bilateral cooperation and expanding it into new areas.
They learned about the UAE’s experience in capacity building through the UAE Government Leaders programme, a government effort to promote excellence in government as a working culture across sectors. They are familiar with the UAE’s government performance system and the government’s approach to proactively formulating policies and strategies for the future.
The delegation visited the Federal Center for Competitiveness and Statistics, where they learned about the UAE’s competitiveness journey. In another meeting with the federal government’s Human Resources Management Authority, Zimbabwean officials learned about the country’s human resources system.
The cooperation agreement between the governments of the UAE and Zimbabwe aims to build Zimbabwe’s government capacity and manpower cadre, and develop government jobs. It aims to improve performance by facilitating the exchange of experience and knowledge on governance, evaluation and innovation programmes.
In addition to 11 work streams, the agreement includes the exchange of expertise, experience and best practice in various areas of government work, including services, excellence, innovation, competitiveness, accelerators, performance, entrepreneurship, planning, capacity building, HR and the Metaverse.
