Khaleej Times has been informed that from August 30, entry permit and visit visa holders – from countries with restricted travel to the UAE – can fly to Dubai.

The Federal Authority for Identity and Citizenship (ICA) and the National Emergency Crisis and Disaster Management Agency (NCEMA) said Saturday that the country will resume issuing visas to tourists who have been vaccinated against the coronavirus from August 30.

Airline sources confirmed that holders of all types of visas and/or entry permits granted by UAE authorities can fly to Dubai. Approved visa categories are: employment, short or long stay, visit and newly issued residence visas.

From 12am on Monday, travelers from Bangladesh, Congo, India, Liberia, Namibia, Nepal, Nigeria, Pakistan, Sierra Leone, Sri Lanka, South Africa, Uganda, Vietnam and Zambia can fly to Dubai. The directives were issued by the Dubai Civil Aviation Authority (DCAA) in a circular to airlines, a copy of which has been seen by Khaleej Times.

Residence visa holders must obtain pre-travel approval granted by the Federal Authority for Identity and Citizenship Approval (ICA) or the General Directorate of Residence and Foreign Affairs (GDRFA) to enter the UAE.

All other visa holders must present a valid Covid-19 negative test certificate issued within 48 hours of sample collection and by an approved medical service using a QR code system.

“Travelers must also submit a report of a rapid PCR test based on a molecular diagnostic test designed to qualitatively detect nucleic acid for SARS-COV-2 viral RNA; performed at the departure airport six hours before departure, with a QR code system,” the notice said.

India’s national carrier, Air India, has also issued a notice to travel agents outlining the new guidelines. A senior airline official confirmed the reports to Khaleej Times and said they were awaiting further clarification from other UAE civil aviation authorities to facilitate passengers travelling to Abu Dhabi and Sharjah.

Additionally, Emirates’ customer service Twitter account responded to multiple inquiries on Twitter, ensuring that all categories of visa holders can enter the country.

“Entry permit holders can now travel to Dubai from Pakistan. You do not need GDRFA approval,” it said in a tweet.

“According to the current update, passengers travelling on newly issued visitor visas do not need any GDRFA or ICA approval to enter Dubai. You need to ensure that you meet all travel requirements for arrival, departure and transit countries,” it said in a separate post said in.

However, Indian airline Indigo Airlines said on its website that passengers flying from India to Sharjah and Abu Dhabi must show proof of having received a WHO-approved vaccine.
