Flights at Toronto Island Airport were suspended Saturday and passengers were ordered to evacuate after police reported a possible explosive device was found near the airport’s ferry terminal.
Police said the two have been taken into custody and are cooperating with the investigation.
Police said they were called to the Continental Ferry Terminal at Billy Bishop Airport just before 4pm to investigate a suspicious package.
“We are dealing with a potential explosive device,” Toronto police said in a tweet.

Two residential buildings near the ferry terminal were also evacuated, and a third was partially evacuated.
As Toronto’s secondary airport, the facility is located on an island south of the city center, and jets don’t use it. Porter Airlines and Air Canada use it for regional flights with turboprops.
The airport said its runway was closed and two Air Canada flights were diverted to Hamilton, Ontario.
Passengers stranded in the terminal for hours said they were being evacuated by water taxis.
“Runway closed at night. Porter has completed evening flight schedule. Two Air Canada flights diverted to Hamilton. Passengers left in terminal are currently evacuating. Tunnel/ferry remains closed,” Billy Bishop Airport tweeted said in the text.

Several roads in the area were closed.
Toronto Mayor John Tory tweeted that he knew the closure of the area “has and will continue to cause incredible disruption to many people — those who live and work in the area and those who travel, and I Thanks for their patience.”
