Abu Dhabi’s Department of Municipalities and Transport (DMT) has launched the ‘Your Home, Your Responsibility’ campaign across cities and districts in Abu Dhabi to tackle overcrowding in residential areas.
As part of the campaign, physical inspections of residential areas will begin in the first quarter of 2023. Anyone who violates the provisions and regulations of Law No. 8 of 2019 on the Occupation Regulations of Property and Residential Units can be fined up to Dhs1 million.
According to Law No. 8, a residential unit is considered overcrowded if it is occupied in a manner that is disproportionate to its size and the facilities provided.
By managing the overcrowding of residential units in the emirate, the campaign will reduce distorted urban appearance, lack of safety and security standards and general cleanliness within residences.
The awareness campaign, launched in partnership with the Abu Dhabi Civil Defense, aims to protect community members and raise their awareness of the detrimental effects of overcrowding in order to improve living standards in the emirate. It urges all citizens, real estate owners and businesses to abide by the law and limit the number of people per dwelling unit and housing workers in housing areas designated for them, away from family homes.
Inspectors in three cities across the emirate will begin inspection activities in the first quarter of 2023. The regulation was preceded by several mechanisms, including administrative penalties for non-compliance. The DMT is responsible for imposing fines and following up on enforcement of decisions.
DMT also offers a discounted settlement option whereby the violator must pay 75% of the total administrative penalty assigned for the violation if paid within a period not to exceed 60 days from the date of the settlement option. In addition, DMT has also established an appeal process, and violators can submit appeal requests through the TAMM platform within one week after reporting violations.
DMT highlighted the importance of developing and implementing legislation and laws that help create safe communities that are integral to improving the quality of life in Abu Dhabi.
DMT will ensure the implementation of laws governing the occupancy of housing units in the emirate in order to maintain the overall appearance, enhance the quality of life and achieve the well-being of residents. It will also ensure that the humanitarian situation is taken into account in law enforcement.
DMT emphasizes the importance of residents’ civic duty and responsibility to report cases of overcrowding. Landlords, investors and tenants must adhere to these basic tenancy standards and requirements or face consequences for any non-compliance.
The Ministry of Municipalities and Transport has the power to issue administrative and financial violations in accordance with the provisions of Law No. 8 of 2019 on the Regulations on the Occupation of Property and Residential Units. Residents can contact municipal entities at 800555 to report overcrowding and other violations of occupancy laws.
