New Delhi [India]January 2 (ANI): Rajya Sabha Vice-Chairman S Harivansh will lead Indian representatives to the Commonwealth Conference of Speakers and Speakers of Parliament (CSPOC) to be held in Canberra, Australia from January 3-6, 2023.
The 26th Commonwealth Speakers and Speakers’ Conference will focus on the work of Parliament in the context of the COVID-19 pandemic, parliamentary sources told ANI.
“The four topics to be discussed include a general discussion on parliamentary adaptation during the pandemic, cybersecurity readiness, e-parliament and the Speaker’s role in leading parliamentary innovation,” a parliamentary source told ANI.
With regard to parliaments and the pandemic, the focus will be on how parliaments have adapted to the pandemic, what problems have arisen from the adaptation and which of these adaptations may become permanent, as well as parliamentary privileges and virtual proceedings.
On security, the 26th CSPOC will discuss the changing requirements of Parliament in terms of physical (premises and members) and cybersecurity.
The e-Parliament will discuss the technologies that drive the evolving relationship between Parliament and the people, and the need for citizens to access technology to engage in new ways.
A special plenary session will be organized to train members and staff on the role of the Speaker, or Speaker, in leading innovation in Parliament, where new approaches will be discussed and best practice shared.
The parliamentary source further said that in addition to the chaired sessions, there will be other capacity-building workshops for staff from participating countries.
The Vice-Chairman will be accompanied by officials from the Lok Sabha and Rajya Sabha Secretariat.
The conference was conceived in Canada in 1969 to bring together the Speakers and Speakers of Parliament from Commonwealth countries on a single platform.
The Conference is an independent body with no formal affiliation with the Commonwealth Parliamentary Association, the Commonwealth Secretariat or the Commonwealth Heads of Government. The CSPOC operates on a two-year cycle, with a general membership meeting held every two years, usually in early January, and a standing committee meeting at the same time in intervening years.
The conference aims to: maintain, promote and encourage the impartiality and fairness of the Speaker and Speaker; promote awareness and understanding of parliamentary democracy in all its forms; develop parliamentary institutions.
