An official Japanese delegation visiting the Federal Tax Authority (FTA) in Dubai was briefed on the mechanics of the Tourist Refund Scheme system, which relies on a 100% paperless process.
The system helps to increase the UAE’s competitiveness in the tourism sector as part of a digital government strategy that aims to drive a smart transformation of all government services, providing proactive and more sustainable services that meet customers’ expectations and allow them to deal with them transactions are quick and easy.
FTA Director General Khalid Ali Al Bustani welcomed the delegation at FTA headquarters, which included representatives from the Japan Tourism Organization and J&J Tax Free Corp. The meeting included discussions on the exchange of expertise in tax refunds to tourists.

The Japanese delegation was led by Ryosuke Fuji, Special Assistant to the Director of the Japan Tourism Agency. The FTA showcases what the system has achieved since its inception more than four years ago, its continuous development and modernization over the years, and the role it has played in promoting the UAE as a leading international tourist destination.
The system processes digital invoices issued by sales outlets registered in the FTA system, instead of traditional paper invoices, through integration between these outlets and the Tourist Refund Scheme system. Invoices are issued, sent, amended and stored electronically between the seller, the buyer (visitor) and the system.

Representatives for the FTA noted that the system is also linked to databases at the Federal Identity, Citizenship, Customs and Port Security Administration, which can verify a visitor’s identity. The system provides a seamless, efficient and expedited tax refund process for tourists shopping during their stay in the UAE.
The integrated system can accurately determine purchases and recoverable taxes, and then obtain a refund of such taxes, in line with the government’s efforts to support the implementation of the UAE tax system and bring it in line with international best practice.
Additionally, the presentation highlights the conditions under which tourists are eligible for tax refunds and explains the verification process programmed into the system to ensure eligibility for tax refunds under the tax code. It was also noted that the system has undergone several improvements and developments since its inception, as the system now includes an integrated mechanism directly connected to 16 sea, land and air ports and thousands of outlets registered with the FTA.
The system provides a fully integrated digital platform compatible with systems used by registered retailers, allowing customers to simply scan their passports to complete the process. They can automatically share their transactions as digital invoices with Planet Tax Free, check their invoices through the shopper portal, and quickly recover the refundable taxes they paid on purchases through the all-digital process. — trade arab news agency
