Earlier, at an event in Delhi, Jolly addressed the issue of the Russia-Ukraine war and called for the isolation of Moscow.

“The paralysis that particularly affects the UN Security Council is related to the war in Ukraine. The more countries send a clear message to Russia, the more we can isolate Russia politically and diplomatically,” Joly said.

She also warned China against backing Russia, saying: “We should start a campaign for Russia to finally leave Ukraine and send a message to China that it is important that it ends up not supporting Russia.”

Meanwhile, the Quadrilateral Security Dialogue (Quad) on Friday reaffirmed its support for the UN Charter, including expanding the 15-member world body’s permanent and non-permanent seats.

The quartet of foreign ministers conducted a comprehensive review of issues ranging from the Indo-Pacific to ASEAN at a meeting chaired by Foreign Minister Jaishankar. The meeting, held during the 2023 Raisin Dialogue, was attended by Australian Foreign Minister Ng Yeong-jun, Japanese Yoshimasa Hayashi and US Secretary of State Anthony Blinken.

Referring to the reform of the UN Security Council, the quartet of foreign ministers said in a joint statement, “We agree that the rules-based international order is based on international law, including the Charter of the United Nations and the sovereignty, political independence, and territorial Integrity. We are committed to working with our partners and working through multilateral and international platforms to address unilateral attempts to subvert the United Nations and the international system.”

“We reaffirm our unwavering support for the UN Charter, including its three pillars, and our firm commitment to strengthening the UN and the international system through a comprehensive reform agenda, including expansion of the UN Security Council in both the permanent and non-permanent categories. In this regard, We commit to actively and constructively engage in the Intergovernmental Negotiation (IGN) process on Security Council reform with the overall objective of making the UN Security Council more effective, representative and credible,” it added.

In September last year, foreign ministers from the four parties issued a joint statement after meeting on the sidelines of the UN General Assembly in New York, promising to expand the UN Security Council. (Arnie)
