WASHINGTON — On Wednesday, the Biden administration unveiled new sanctions targeting more than 120 targets, including companies based in Turkey and the United Arab Emirates, accused of Support Russia’s war effort in Ukraine and help it evade sanctions.
Since Russia’s full-scale invasion of Ukraine more than a year ago, the United States and its Western allies have imposed crippling sanctions aimed at isolating Moscow. To limit the revenue Russia needs to fund its wars, the Treasury Department cracked down on intermediaries used to circumvent sanctions and export controls.
“As the Kremlin seeks ways to address the broad multilateral sanctions and export controls it has imposed on Russia over its war in Ukraine, the United States and our allies and partners will continue to undermine evasive plans to support Putin on the battlefield,” Treasury Deputy Vice President Brian Nelson, the minister responsible for terrorism and financial intelligence, said in a statement on Wednesday.
The Biden administration has previously warned that Turkish and UAE companies dealing with sanctioned Russian entities may lose access to G7 markets and face sanctions.
On Wednesday, the U.S. Treasury Department imposed sanctions on Dexias, the Turkey-based industrial products company allegedly used as an intermediary for Radioavtomatika, which the U.S. had previously designated to be responsible for procuring foreign goods for the Russian defense industry. Turkey-based Azu International was also sanctioned, with the U.S. Treasury Department accusing the company of helping to backfill electronics, including computer chips, into Russia.
Separately, the State Department imposed sanctions on two individuals Shipping companies in Türkiye Suspected of providing material support to previously designated Russian shipping company Pola Raiz.
Elizabeth Rosenberg, Treasury’s assistant secretary for terrorism financing, last month described the UAE as a “country of focus” for Russian sanctions enforcement. Between July and November 2022, Emirati companies exported more than $18 million worth of goods to U.S.-designated Russian entities, Rosenberg said.
Among the newly blacklisted Emirati companies is Hulm Al Sahra Electric Devices Trading, an electrical wholesaler that the U.S. Treasury said sent several shipments of electrical, mechanical and optical products to Russian companies, including nearly $190,000 American-made semiconductors.
The Treasury also designated Aeromotus, a UAE-based company accused of sending technology produced by China’s DJI, including quadcopters droneFor Russian importers since the beginning of the Ukrainian invasion.
