ABU DHABI, 18th May, 2023 (WAM) — In order to prioritize community safety and the implementation of preventive measures and ensure a safe road environment, the Ministry of Interior, MoI has announced certain changes to Article (1) of the Ministerial Decree. Amending Resolution No. (130) of 1997 and Regulations for the Implementation of Federal Law No. (21) of 1995.
These updates aim to amend specific provisions of Ministerial Resolution No. (178) (2017) to include additional points to enhance traffic safety in emergency situations, valley stormwater flow, rainfall and some violations related to these precautionary measures.
The purpose of these amendments is to strengthen the legal and institutional efforts of the relevant authorities in times of emergencies, crises, disasters, heavy rains and weather fluctuations. Amendments to the clauses are intended to strengthen existing procedures and emphasize the importance of following instructions and safety requirements.

Al Harthi further explained that the amendments included the addition of clauses prohibiting gathering near valleys and dams where rainwater flows during rainfall, and not entering valleys regardless of the degree of danger. The amendment also prohibits the impediment of the authorities in carrying out their duties related to the organization of traffic, ambulance services and rescue operations during emergencies, disasters, storms and stormwater basins. Additionally, new violations consistent with these precautions have been introduced.
The amendments join other important and fundamental provisions in the law urging road users, including drivers and pedestrians, to exercise extra caution. Drivers should not endanger their own or others’ lives, obey traffic laws, signs and signals, follow police instructions, stay within designated lanes, and obey police, traffic, civil defense, emergency, disaster and crisis management in emergencies personnel. Road users should also avoid unnecessary injury, hindrance or disturbance to others.
Regarding the new violations, Al Harthi clarified that the Schedule to Ministerial Resolution No. (178) of 2017 outlining the rules and procedures for traffic control now includes other violations related to the precautionary measures mentioned in the resolution. For example, Article (113) stipulates that the offense of congregating near valleys, rapids and dams on rainy days will be punished with a fine of Dh1,000 and 6 traffic points. Article (114) provides for a Dh2,000 fine, 23 traffic points and a 60-day vehicle impoundment for the offense of “entering a valley while rain is running, regardless of severity”.
In addition, Article (117) imposes a fine of AED 1,000 and 4 traffic points, as well as a 60-day impoundment of the vehicle, for the offense of obstructing the competent authorities in carrying out traffic, ambulance and traffic control work. Rescue in emergencies, disasters, crises, rain and valleys where rain is running.
