A total of 19,077 certificates of compliance were issued to school bus drivers in Abu Dhabi, and 21,398 certificates were issued to bus supervisors. These certificates are designed to pave the way for recruiting companies to hire skilled and professional personnel in the school transportation sector.

The Abu Dhabi Quality and Compliance Committee (QCC), in collaboration with the School Transport Executive Committee of the Integrated Transport Centre, issued certificates as part of the Commission’s compliance programme for school bus drivers and supervisors launched in 2015.

Badr Khamis Al-Shamili, Executive Director of the Council’s Compliance and Regulatory Services Division, said the QCC is committed to developing school transport services by upskilling staff.

Al-Shamili said the scheme for school bus drivers and supervisors was designed by specialist experts from the Abu Dhabi Technical Standards Council. The program is designed to protect life and property by developing mechanisms and related norms that recruiting companies follow, facilitating their hiring of professional school bus drivers and supervisors, who are trained and assessed under the program.

He said the scheme ensures school bus drivers and supervisors have the skills they need to do their best jobs, with a particular focus on the safety of students and road users. The training also includes regular inspections of school buses before and after daily trips.

Al-Shamili stressed that the programme is focused on strengthening drivers’ commitment to maintaining adequate physical fitness, proper use of bus equipment and tools, appropriate behaviour in dealing with students and communicating with parents, wearing required uniforms and maintaining personal hygiene .

Al-Shamili noted that both bus drivers and supervisors are trained to take appropriate actions in an emergency or when evacuating a bus if it breaks down. They are also trained to follow safe driving rules in all weather conditions or traffic situations, obey traffic diversions as required, and follow necessary rules to keep children safe in and out.

The Council, represented by the Abu Dhabi Technical Standards Technical Committee, has partnered with a working group of representatives from various government agencies to launch the School Bus Drivers and Supervisors Compliance Programme.

Authorities have documented several accidents involving school buses over the past few years as drivers drop children to schools.

Abu Dhabi Police has also been fining school bus drivers for violating traffic laws.

In 2014, a 4-year-old kindergarten pupil in Abu Dhabi died after being locked in a bus in the sweltering heat.

The Indian schoolgirl slept for hours after the bus was locked by the driver and supervisor after the children got off the bus.

The girl, who was studying at Al Worood Academy private school, apparently suffocated inside a locked bus on a hot day. The bus is operated by a third party supplier.

School bus drivers, supervisors and school administrators were all convicted and jailed for negligence.

Following the incident, authorities also permanently closed schools for negligence and failure to properly care for children.
