The order issued by the Ministry of Health and Family Welfare reads: “The global trajectory of the Covid-19 pandemic continues to decline, but there are certain regional differences. It further states: “The existing guidelines for international arrivals in India (issued on February 17, 2021 with subsequent additions) were developed using a risk-based approach. The order states that international passengers and airlines are required to comply with the revised agreement at points of entry (airports, seaports and land borders) in order to conduct risk analysis on passengers.
According to the order, all passengers should submit a self-declaration form on the online Air Suvidha portal, upload a negative Covid-19 RT-PCR report (not more than 72 hours before departure), and submit a report on the authenticity of the report. statement of. The order also instructs passengers to make a promise to the Ministry of Civil Aviation of the Government of India on the portal website or through other means through the relevant airlines before being allowed to start travel, that they will comply with the decisions of the relevant government authorities to accept home quarantine or self-health monitoring as needed .
Additional measures for specific countries
The order informs that the earlier method will continue to identify travellers from certain specific countries (based on the epidemiology of Covid-19 in these countries) for additional tracking.

On the basis of reciprocity, passengers from all countries that provide Indians with exemption from quarantine can get a certain amount of relaxation upon arrival (Class A countries).

The order stipulates that the relevant airlines/organizations shall provide the passengers with precautions together with the ticket before boarding.
It further instructed airlines to allow only those passengers who filled out a self-declaration form on the “Air Suvidha” portal and uploaded a negative RT-PCR test report to board.
It stated that when boarding, only asymptomatic passengers can board the plane after undergoing thermal screening.
In addition, the order recommends that all passengers download the Aarogya Setu application on their mobile devices.
The order stipulates that in-flight announcements about Covid-19, including precautions to be taken, should be issued at airports, flights and during transit.
The order further instructs the crew on board to ensure that Covid-related behavior is always followed.
If any passenger reports symptoms of Covid-19 during the flight, he/she should be isolated in accordance with the agreement and ordered to read.
The order states that disembarkation should be carried out to ensure that health officials at the airport conduct physical distancing and thermal screening of all passengers. The self-declaration form filled out online should be presented to the airport health staff.
Symptomatic cases
Passengers who are found to be symptomatic during the screening process should be immediately isolated and sent to a medical institution in accordance with health regulations. The order says that if the test results are positive, their contacts should be identified and managed in accordance with the prescribed protocol.
It stated that if passengers come from a country that has a reciprocal arrangement with India for the reciprocal acceptance of the Covid-19 vaccine (Category A) approved by the WHO, then if they are fully vaccinated, they should be allowed to leave the airport and should be allowed to leave the airport after arrival Self-monitoring of his health within 14 days.
If partially/not vaccinated, passengers need to take various measures-including submitting a post-arrival Covid-19 test sample upon arrival, after which they will be allowed to leave the airport, stay at home for 7 days, and re-do it on the 8th day of arrival in India If the test results are negative, continue to self-monitor their health status for the next 7 days and inform the order.
It stated that if travelers are from countries other than those covered by Category A, they must accept the above measures regardless of their Covid-19 vaccination status.
The order stated that passengers from countries that do not include risk will be allowed to leave the airport and should self-monitor their health within 14 days of arrival.
It added that this applies to travellers from all countries, including countries that also have reciprocal arrangements for mutual acceptance of the Covid-19 vaccine approved by the WHO.
If travelers undergoing home quarantine or self-health monitoring show signs and symptoms suggesting Covid-19, or test positive for Covid-19 when retesting, they will immediately self-isolate and report to the nearest medical institution or call the country for help The hotline (1075) or the state helpline number to instruct the order.
Arrival at seaport and dry port
The order lists the routes of international passengers arriving at seaports/dry ports. The order stipulates that passengers must accept the same agreement as above, but such passengers are currently unable to use the online registration facility.
It also instructs such travelers to submit a self-declaration form to the relevant authorities of the Indian government when they arrive at the sea port/dry port.
