The Dubai Electricity and Water Authority (Dewa) has appointed a consortium of companies, including top consulting group Deloitte, leading engineering services major WSP and global law firm Addleshaw Goddard, to advise on its seawater reverse osmosis (SWRO) facility in Hassyan owned by 120 million imperial gallons per day (MIGD) capacity.

Consultancy services provided by the consortium include preparation of tender documents, solicitation of development and investment market interests, financial model development, IWP developer bid submission management and evaluation, development of supplementary agreements, commercial negotiations, signing of water purchase agreements and with developers.

It said the scope included preparing project marketing plans, participating in marketing campaigns and local and international roadshows.

Dewa’s managing director and CEO Saeed Mohammed Al Tayer said in announcing the new consortium that the desalination project is its first Independent Water Producer (IWP) project and will be operational in phases from 2025 and 2026.

He added that Dewa is building a reverse osmosis (RO)-based production plant, which requires less energy than a multi-stage flash (MSF)-based plant, making it a more sustainable option for desalination.-TradeArabia News Service
