Dubai passes key phase of City Masterplan 2040, plans for 20-minute city

His Excellency Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, has approved the second phase of the Dubai 2040 City Master Plan.

The second phase of the plan includes several projects under ten key initiatives, including Strengthening the City Center, Dubai Real Estate Strategy, Urban Agriculture Plan, Preserving the City’s Heritage Plan, Developing a 20 Minute City Policy and a Pedestrian Network Master Plan.His Highness also reportedly reviewed the progress of 17 projects and initiatives in the initial phase of Dubai’s 2040 City Master Plan Wow.

Unveiling the key phase, Sheikh Mohammed said: “Today, we have a clear vision for the development of Dubai’s urban infrastructure and housing sector until 2040. Our aim is to make Dubai a An eco- and walkable-friendly city, and one that is highly productive with urban agriculture.”

Mattar Al Tayer, Commissioner of the Infrastructure, Urban Planning and Wellbeing Pillar and Chairman of the Supreme Council of Urban Planning in Dubai, briefed him on the key projects of the second phase of the Dubai 2040 Urban Master Plan.

The new phase includes a comprehensive plan to develop five major urban centers (three existing centers and two new centers) in Dubai.

The plan also sets out a comprehensive strategy for Dubai’s real estate sector up to 2040 to align it with the requirements of the Master Plan and strike a balance between supply and demand. It calls for proactive management of opportunities and changes in real estate markets, enabling sustainable urban development and boosting investor confidence.

The second phase includes a framework for high-yield agriculture and farming by identifying suitable sites and developing the infrastructure and facilities needed to ensure food security.

It also outlines plans to preserve the city’s heritage to enhance the emirate’s identity, promote historical areas, landmarks and buildings, and improve the tourist experience at archaeological sites.

The master plan also calls for the development of a 20-minute city where residents can walk or cycle to their destinations within 20 minutes, Wam reported.

It said the project involved developing an integrated service center with all necessary facilities and increasing population density around public transport stations, enabling residents to reach 80 percent of their daily needs and destinations within 20 minutes.

In addition, a plan will be developed to enhance and utilize urban spaces such as alleys, underbridge spaces and squares, making them attractive and relaxing for residents and tourists by adding elements of well-being.

The initiative helps enrich the beauty of urban areas, develop green corridors, reduce carbon footprints, and enhance landscaping strategies. Dubai’s integrated pedestrian and soft mobility plan will focus on connectivity paths in high-density areas.

The second phase of the master plan involves the development of a boulevard for all residential areas. It entails demarcating an area within a residential area and developing it on the principle of an integrated street network, with facilities and services focused on meeting the needs of residents.

The initiative improves people’s well-being, supports soft mobility and reduces travel time in Dubai.

Al Tayer also briefed Sheikh Mohammed on 17 projects that have been completed or are about to be completed.

According to reports, with the support and follow-up of the Dubai leadership, the Supreme Council of Urban Planning in Dubai has completed six projects including the Dubai National Housing Policy Wow.

As part of the policy, a historic AED65 billion housing budget was allocated to housing citizens in Dubai, doubling the number of beneficiaries of the Dubai housing scheme. The land area allocated for national housing in Dubai has also doubled to 1.7 million square feet, it added.
