DUBAI, 14th September, 2022 (WAM) — At its first meeting, the UAE Environment and Municipal Works Council, chaired by Mariam bint Mohammed Almheiri, Minister of Climate Change and Environment, approved its work agenda for the next six months.
During the meeting, attendees discussed guidelines and requirements for the agency’s future work, recent progress in drafting a national comprehensive waste management strategy, and federal waste diversion programs.
Held at the headquarters of the Ministry of Climate Change and Environment (MoCCAE) in Dubai, the meeting was the first to convene council members since the UAE Cabinet approved a resolution to establish the agency in May 2022.
Almheiri said: “Achieving our goals related to quality of life outlined in the UAE Centennial 2071 rests on several key pillars; primarily building a sustainable society. MOCCAE, in partnership with the UAE Environment and Municipal Works Council, will build Achievements of the Joint Commission since 2009 under the principles of sustainable development.
“In the near future, the Council aims to accelerate the implementation of the National Integrated Waste Management Strategy and launch several transformational projects. This will facilitate the adoption of circular economy concepts while effectively contributing to the achievement of the UAE’s goals by achieving sustainability for all department.”
She added: “Over the coming period, the council will work to build an overarching foundation to strengthen joint work in the environmental field and related municipal services. It will also propose regulations, legislation and policies to ensure that the private sector is more effective Participate actively in relevant projects, develop complementary initiatives and promote scientific research in related fields. In addition, this will define the country’s position in relevant regional and global negotiations and facilitate the exchange of experiences and best practices.”
The Council approved a short-term work plan for the next six months. It includes implementing a national integrated waste management strategy, launching a series of transformational projects, supporting the adoption of circular economy concepts and contributing to the achievement of national goals through the application of sustainable development principles across all sectors, and strengthening the UAE’s leadership in municipalities GCC region and beyond.
During the meeting, members discussed the milestones achieved by the Joint Commission since 2009 and the UAE Climate Change and Environment Commission since its inception in 2016 in municipal and environmental work. In addition, they reflect the nature of the agency’s mission and present requirements and guidelines for future work in line with the UAE’s goals and the direction of its wise leadership.
The Council reviewed the proposed three-year medium-term action plan in the area of cooperation between all relevant authorities in the public and private sectors. It examines ways to improve quality of life, key initiatives and projects related to the environment and municipal sectors, as well as governance and empowerment mechanisms.
Members explored multiple transformative future projects in the environmental and municipal sectors, aiming to build a sustainable industrial sector based on circular economy principles and raise public awareness of environmental and sustainability issues. They focus on strengthening short-term project collaboration and coordination efforts between partners.
The MoCCAE proposes a fourth phase of harmonized municipal work guidelines that compile and standardize procedures for municipal and environmental departments.
Phase 4 covers the nature, mechanisms and regulations of environmental and municipal violations at the federal level. The document develops environmental best practices, supports the exchange of knowledge and experience in municipal work, standardizes definitions and concepts when drafting and citing violations, and creates an initial national uniform list of municipal and environmental violations.
The UAE Cabinet, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, approved the decision to establish the UAE Environment and Municipal Works Council in May 2022. The agency’s mandate involves addressing issues of mutual interest with the country’s relevant authorities, ensuring alignment with current national plans and strategies and their effective implementation, and activating roles and responsibilities in line with current developments and future visions related to UAE 2071.
