Amazon insists that it is only a platform that connects buyers and sellers for such sales, and the Consumer Product Safety Commission is seeking to classify Amazon as a distributor under the Consumer Product Safety Act. If successful, this distinction will increase Amazon’s responsibility for product safety and recalls.

The company said in a statement that this new policy, which will take effect on September 1, will enable Amazon to “facilitate the settlement of property losses and personal injury claims among customers, sellers and their insurance companies.”

After the customer contacts the Amazon customer service, Amazon will check the validity of the claim, notify the seller and help the company solve the problem. The company said that if the seller does not respond, “Amazon will step in and directly solve the customer’s immediate problems, bear the cost, and pursue the seller separately.”

The company added: “By supporting customers and the products in our store, no matter who sells them, Amazon goes far beyond our legal obligations and what any other market service provider is doing today to protect customers.”

As part of Tuesday’s announcement, Amazon also said it is creating an Amazon Insurance Accelerator, which will provide liability insurance for qualified sellers at “competitive prices.”
