His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister, Minister in the Presidency and Chairman of the Board of Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), issued Resolution No. 2-2022 to increase Quality Improvement of agricultural and food facilities by further strengthening the emirate’s agricultural legislative system.

The resolution represents ADAFSA’s achievement in applying management standards and ensuring compliance with all procedures, as well as imposing penalties on violators, in order to achieve the highest rate of compliance with its legislation.
Through this resolution, ADAFSA supports the sustainability of agriculture, promotes biosecurity, and reduces inappropriate practices on farms, livestock barns (izbas) and food production facilities.
His Excellency Saeed Al Bahri Al Ameri, Director General of ADAFSA, expressed his gratitude to His Highness Mansour bin Zayed for supporting the authorities in their efforts to develop a sustainable agricultural sector and strengthen Abu Dhabi’s food security and biosecurity systems.
His Excellency said: “Implementing administrative penalties on food and agricultural facilities will enable ADAFSA to ensure uniform treatment of all categories of violations. In addition, imposing penalties according to the degree of risk of non-compliance reflects the concept of balance between the public interest and the interest of the facility. Your Excellency assured that this resolution will allow authorities to increase physical inspections at all stages of food processing from farm to fork. The resolution allows appeals against administrative penalties within 60 days from the date of notification to the complainant, and if no reply is made within 90 days from the date of submission, the complaint is deemed to be accepted.
There are seven types of administrative penalties, starting with notices, for violations that pose a low or medium risk to public health, food safety, biosecurity or agricultural sustainability and have an inspection record showing a high degree of compliance with the relevant legislation. Warning penalties apply where low and medium risk violations are recorded and inspection records indicate low or moderate compliance with the relevant laws.
If the facility is unable to manage production and trade operations in a manner that does not compromise food safety, biosecurity and food safety or agricultural sustainability, or if the application finds that the closure or suspension of the facility is detrimental to the health and safety of edible animals and plants.
If the violation results in a high risk with immediate and serious public health implications, the penalty of suspending the facility’s activities applies. The authorities have the power to temporarily or permanently suspend any service or program it provides to the facility as a penalty for violation of the conditions stipulated in the relevant legislation and to gradually apply previous administrative penalties.
If a facility is unable to manage production and trade operations in a manner that does not pose a hazard to food safety, biosecurity, food safety, or agricultural sustainability, the facility will be subject to a penalty of suspension or revocation of its license within one year from the date of establishment of the facility And after the penalty of placing the facility under supervision or revoking the license.
Finally, the temporary or permanent closure of a facility shall apply if one or more violations, whether of the same category or another, were recorded in a previous administrative sanction that constituted a serious public health and safety violation Penalties do not immediately remove their impact, document confirmed cases of poisoning, or commit high-risk violations.
