Microsoft and Core42 have jointly launched a blueprint for a sovereign AI cloud infrastructure in the United Arab Emirates.

The foundation of this initiative is the creation of a secure, high-performance Microsoft cloud environment tailored to meet the unique needs of the UAE’s government and regulated industries. Built on Microsoft Azure and fortified by Core42’s sovereign controls platform, known as Insight, the project is designed to process over eleven million digital interactions daily between government entities, citizens, residents, and businesses. The objective is clear: accelerate AI adoption in a controlled, secure, and locally governed cloud ecosystem that supports rapid digital transformation across the country.
At the heart of the project Microsoft and Core42 is a shared commitment to empowering the UAE’s vision of becoming the world’s first fully AI-native government by 2027. The joint initiative is backed by a \$3.54 billion investment as part of Abu Dhabi’s Government Digital Strategy 2025–2027.
