The complaints sparked federal and congressional investigations into the treatment of immigrant women in the detention center, and on Nov. 15 a Senate permanent subcommittee released its findings.

The 108-page report was submitted by the subcommittee chair, Sen. Jon Ossoff, D-Ga., and concluded that the allegations of unnecessary hysterectomies were not substantiated.

“The subcommittee did not substantiate allegations of mass hysterectomies performed on CIDC detainees,” the report said. “Records show that Dr. Amin performed two hysterectomies on CIDC detainees between 2017 and 2019. Both procedures were deemed medically necessary by ICE,” the report states.

However, the investigation determined that women held at the Irwin County Detention Center “appeared to have undergone excessive, invasive and often unnecessary gynecological procedures.”

According to the survey, Dr. Amin performed more than 80% of certain gynecological procedures (such as laparoscopy, Depo-Provera injections, dilatation and curettage) on inmates nationwide between 2017 and 2020. In addition, the report details the circumstances surrounding Dr Amin’s indictment. Georgia and the Department of Justice committed Medicaid fraud by ordering unnecessary and excessive medical procedures. Amin and his co-defendants settled in 2015 and paid the government $520,000 without admitting to any wrongdoing, according to the subcommittee report.
