New UAE rules: Import invoices worth more than AED10,000 must be certified; violators face fines – News

Companies in the UAE will soon be subject to new compliance requirements as the UAE Ministry of Foreign Affairs and International Cooperation (Mofaic) will require them to certify import invoices worth AED10,000 and above.

According to a tweet by Mofaic – in accordance with Cabinet Resolution No. 38 of 2022, on the fees for certification of UAE import invoices and certificates of origin – this new regulation will come into effect on February 1, 2023.

Mayank Sawhney, managing director of MaxGrowth Consulting, said the new regulation will apply to all goods imported into the UAE with a value of Dh10,000 and above, and proof of invoice will be done electronically.

“The certification fee is AED 150 per commercial invoice and customers will have a grace period of 14 days after goods declaration to comply with the certification. Failure to do so will result in Mofaic imposing a Dh500 per invoice fee on non-compliant businesses. fine,” Sawhney said.

However, exemptions will apply to certain categories, including invoices with a value below AED 10,000, personal imports, goods imported from GCC countries, and goods brought into free zones.

In addition, imports of goods in transit, B2C e-commerce flows, diplomatic, police and military, charities and international organization goods will not be covered.

Mofaic in the UAE has introduced an electronic online process to complete the certification of import invoices by uploading PDF files. This will also generate a reference number as proof of proof.

Mayank Sawhney said the reference number is integrated with the UAE customs system to confirm that the customer completes the certification before import declaration.
