Safety leadership has been the focus of the International Air Transport Association (IATA) Safety Conference 2022, which opened in Dubai with the theme “Emerging Stronger – Safety Transformation for a More Resilient Tomorrow”.
“Safety starts at the top. Aviation executives need to demonstrate safety leadership and a strong commitment to a positive safety culture, then ensure that vision is communicated across the organization. The need for air travel as the industry emerges from the turmoil and chaos of the past two years Accelerating growth is critical to ensuring continued high levels of safety,” said Nick Careen, IATA’s Senior Vice President, Operations, Safety and Security.
IATA, in consultation with IATA members and the wider aviation community, developed the Safety Leadership Charter to support executives in fostering a positive safety culture within their organizations, leading to improved safety performance and operational resilience.

Also on the agenda at the safety conference, which runs until 27 October, is the evolution of IATA’s Operational Safety Audit (IOSA) to a risk-based model, under which audits will be tailored to each airline’s risk profile. IOSA is a requirement of IATA members, and safety data confirms that, overall, IOSA-registered airlines have lower accident rates than airlines other than IOSA-registered airlines. In 2021, the overall accident rate for IOSA-registered airlines is more than six times that of non-IOSA airlines (0.45 vs. 2.86). Emirates is the host airline.
However, as industry safety levels improve, future reductions in accident rates will increasingly rely on adaptive, risky and data-driven approaches. At the same time, in relation to safety improvements, airlines need IOSA to align with the specific risk factors of their operations.
“IOSA is recognized as the gold standard for airline operational safety. However, today, we have access to more operational data than when IOSA was created nearly 20 years ago, making it more effective. Focusing on relevant issues while maintaining a safety baseline security risks and will help improve safety standards,” Careen said.
