The Road and Transportation Authority (RTA) announced the start of civil works for the operation of electric scooters in preparation for the start of the first phase of the project, which will cover 10 areas in Dubai and begin operations in the first quarter of 2022.
This step is a response to the Executive Committee’s endorsement of the shared travel plan and support for the e-scooter policy. The trial operation phase of the electric scooters was a great success, which started in October 2020 in 5 key regions of Dubai. By the end of September, electric scooters had completed approximately 500,000 trips. RTA plans to expand the use and tracks of electric scooters to include specific residential areas and 23 new districts.
“The initial stage includes Sheikh Mohammed bin Rashid Boulevard, Jumeirah Lakes Tower, Dubai Internet City, Al Rigga, December 2nd Street (designated tracks and areas), Palm Jumeirah and City Walk. It also covers Al Qusais, Al Qusais, Al Safe roads and bike lanes in Mankhool and Al Karama communities, except for bike lanes in Seih Al Salam, Al Qudra and Meydan,” RTA Executive Board.
“The selection of these areas is guided by specific criteria, such as areas with high population density, special development zones, subway stations and public transport service areas, the availability of integrated infrastructure, and high levels of traffic safety.
“The operation of electric scooters is part of the Dubai government’s efforts to improve the quality of life, make residents happier, turn to sustainable transportation, and make Dubai the preferred place to live and work, as well as the first and safest destination for tourists. The RTA calls for The Emirate provides a comprehensive and efficient transportation network and adopts a healthy and active lifestyle. It also strives to provide users with a variety of transportation options, in line with the top international practices that put Dubai among the leading countries in the field,” Al Tayer explained.
“The trial operation of the electric scooter proved to be successful. It is suitable for individual short-distance commuting and the first and last mile travel. Customer satisfaction with the experiment reached 82%. RTA cooperated with Dubai Police to study the operation of electric scooters in major cities. Several international models and experiences of scooters in order to choose the most suitable model for Dubai,” Al Tayer pointed out.
“RTA has also conducted many benchmark studies on electric scooters operations with many international cities such as London, Paris, New York, Berlin, and Singapore. We have identified the key elements to simplify shared and personalized electric scooters operations. These studies are based on four Main aspects: users, electric scooters, roads and the business model of the operating company,” he commented.
RTA calls on the public to avoid using electric scooters on tracks that are still under construction to avoid accidents. The infrastructure project of electric scooters in the new area is proceeding as planned. The project of setting up traffic and direction signs for electric scooters in accordance with the best international traffic safety regulations and standards is about to be completed.
In the past few months, RTA has conducted technical research and user surveys to screen the opinions of service users and their views on project improvements. Regular meetings are held with Dubai Police and operating companies. Field visits were conducted to verify the work of the new areas to ensure they are ready before opening to users of electric scooters. RTA has also launched a number of initiatives to encourage road users to use electric scooters because they are environmentally friendly and suitable for short-distance travel and easy access to the first and last mile of public transportation stations.
Electric scooters are allowed to run under strict guidelines and designated tracks. Riders and tenants must abide by the rules and regulations set by the RTA, which are consistent with the traffic regulations law. They manage the use of electric scooters and related traffic safety regulations, such as wearing protective helmets. Electric scooters must be parked in designated places and must not be left in places that cause traffic bottlenecks. Riders must ride carefully to avoid causing traffic risks to other road users. They must follow all instructions and regulations related to areas where electric scooters are allowed to ride, as described in the app designed for operators.
