UAE Unveils Major 2025 Visa Reforms: New Categories, Easier Entry for Indians & Golden Visa Expansions
The United Arab Emirates has introduced a comprehensive suite of visa and immigration reforms for 2025, significantly broadening entry and residency options. These strategic changes aim to attract global talent, boost tourism, and simplify processes for professionals, families, and tourists, reinforcing the UAE’s position as a leading hub for business and living.
1. New Specialized Visit Visa Categories
A key development is the launch of four new purpose-driven visit visas:
AI Professionals Visa: Targets specialists in artificial intelligence and advanced tech. Offers 60 or 90-day stays, extendable to 180 days, requiring an invitation from a UAE-based host entity.
Entertainment Visa: Facilitates short-term visits for artists, performers, and creative professionals contributing to the UAE’s cultural sector.
Event Visa: For attendees of approved conferences, exhibitions, and festivals, typically requiring organizer sponsorship.
Cruise Tourist Visa: Simplifies entry for tourists arriving via cruise ships or private yachts on coastal itineraries.
2. Major Expansion: Visa-on-Arrival for Indian Nationals
In a significant boost for tourism and business travel, the UAE has expanded its visa-on-arrival facility for Indian passport holders. Previously eligible with US, UK, or EU residency, Indians can now also obtain a visa on arrival if they hold a valid visa or residence permit from Singapore, Japan, South Korea, Australia, Canada, or New Zealand. This allows for seamless entry at all UAE ports without prior application.
3. Enhanced Long-Term Residency: New Golden Visa Pathways
The popular Golden Visa program has been expanded with new categories to retain essential professionals and creative talent:
Golden Visa for Nurses: Recognizing frontline healthcare contributions, Dubai now offers long-term residency to nurses with over 15 years of service with Dubai Health.
Golden Visa for Content Creators: Part of the Creators HQ initiative, this visa targets digital influencers, artists, and media professionals, underscoring the UAE’s investment in the digital creative economy.
4. Updated Sponsorship Rules for Family & Friends
To ensure financial sustainability, the UAE has clarified sponsorship requirements for visit visas. Residents sponsoring family or friends must now meet specific minimum monthly salary thresholds:
AED 4,000 to sponsor immediate family (spouse, children, parents).
AED 8,000 to sponsor other relatives.
AED 15,000 to sponsor friends.
These rules aim to prevent misuse while supporting genuine visits.

5. Streamlined Digital Processes & Strategic Goals
Complementing these category changes is a continued push for digital transformation in immigration services. The government is enhancing online platforms for visa applications, renewals, and residency management to reduce bureaucracy and improve transparency.
Collectively, the 2025 reforms demonstrate the UAE’s proactive approach to global mobility, designed to attract skilled professionals, welcome tourists, and foster a stable environment for long-term residents, aligning with its broader economic diversification and innovation agenda.
