In this article, we will discuss various aspects of domain name registration in the United Arab Emirates (UAE).

Which entity is responsible for domain name registration in the UAE?

The .ae Domain Authority of the Telecommunications and Digital Government Regulatory Authority (Domain Authority) is the body responsible for overseeing and administering the .ae country code top-level domain (ccTLD) in the UAE.

The following Second Level Domain Names (SLDs) and Third Level Domain Names (TLDs) ending with these SLDs are also administered by the Domain Name Authority:

  • Escherichia coli
  • net.ae
  • org.ae
  • sch.ae
  • ac.ae
  • government website
  • mil.ae

How is a domain name registered?

.ae domain names are registered through a registrar, not directly through the Domain Name Authority.

To register a domain name, prospective registrants must select one of the 23 accredited registrars listed on the Domain Name Authority’s website and follow that registrar’s application process. The .ae domain space is an unrestricted zone, which means that any domestic or foreign legal person can apply for a domain name through an accredited registrar.

The SLDs and TLDs administered by the Domain Name Authority are collectively referred to as Restricted Zones, and applicants must meet additional eligibility requirements set forth in the Domain Name Authority’s Domain Name Eligibility Policy. To register a domain name in a restricted area, prospective registrants must register with an accredited registrar in the UAE.

Are there any considerations regarding domain names and intellectual property?

The registrant does not have any ownership of the domain name, as the domain name does not confer ownership. Instead, the registrant holds an exclusive license to use the domain name for the period specified in the domain name license terms. Ultimately, it is the registrant’s responsibility to ensure that the registration or use of the domain name does not infringe any third party intellectual property rights.

How long is the registration valid for?

The duration of the registration depends on the terms of the specific domain name license. Generally, domain name licenses are valid for one to five years.

What is the registration fee?

The registration fee depends on the registrar and license period, but usually ranges from AED 150 to 750 (approximately US$ 40 to US$ 205).

Can a domain name be transferred?

The registrant has the right to transfer the domain name to another accredited registrar without losing any time remaining on the domain name license. Typically, the registrant must provide the new registrar with the domain name password (authorization code) in order to retrieve the full domain name record from the registration database.

To transfer a .ae domain name to a new registrant, the original registrant will need to provide a transfer request, provided the new registrant meets any eligibility requirements under the Domain Name Authority Eligibility Policy. Domain names in one of the restricted zones may be transferred if the domain name qualifies as “permitted for transfer” under the rules set forth in the Domain Name Authority’s Domain Name Transfer – Registrant Policy Change.

Do registrants have privacy rights?

Registrants of UAE ccTLDs are obliged to provide contact details to the registrar; although this does not need to be a personal email address, it cannot be the registrar of record. The registrant’s name and the registrant’s contact name can be exposed through Whois, a publicly accessible search service that provides information about domain names.

The Domain Name Authority handles requests from law enforcement or other state agencies that may require access to information about domain names.

However, due to privacy data laws, registrars do not necessarily disclose personal information publicly. Therefore, personally identifiable information is not always publicly accessible, including through the Whois service.

The Domain Name Authority has developed the UAE Domain Name Dispute Resolution System to handle disputes over .ae domain names. In proceedings conducted by the WIPO Arbitration and Mediation Center, the complainant will be required to produce all of the following documents:

  • The disputed domain name is identical or confusing to the trademark or service mark to which the complainant has rights
  • The registrant has no right or legitimate interest in the domain name
  • The domain name is registered or used maliciously

Complainants can also file a complaint with any UAE judicial authority.
