His Highness Sheikh Mohamed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, said the UAE will be guided by His Highness Sheikh Mohamed bin Zayed Al Nahyan Continuing to advance all areas of sustainable development to scale peaks for the next 50 years.
The full text of the statement is as follows:
“Dear UAE Citizens,
In terms of success, the government stands out, continuing to apply best standards in planning, implementation, follow-up and project delivery. Additionally, the government has made significant progress in its digital transformation initiatives and improving the efficiency of infrastructure and digital assets. Within this framework, I thank all government employees for their effective implementation of relevant programs and projects.
Continuing our approach, we have released the 2023-2026 Federal Budget ahead of schedule, focusing on ambitious plans and projects that envision new and promising future prospects, while building on existing achievements and improving living standards and quality of life. In this budget, the development and social welfare sector has the largest share in 2023 at 39.3%.
We continue to empower UAE citizens through the implementation of sustainable programs and projects. Therefore, we formed a committee to ensure that the country develops in a balanced manner and promotes all districts and villages in terms of development and tourism. We have also introduced a new housing loan policy in a financing scheme totaling AED 11.5 billion, which will benefit 12,000 households over the next 5 years.
To encourage state cadres to enter the private sector, we have established a system that increases the number of skilled jobs offered by private sector companies with more than 50 employees by 2%.
In His Highness Sheikh Mohammed’s vision, education remains a national priority. Within this framework, a professional government action team, an efficient education system, the Emirati community and parents will produce a generation capable of leading us towards new horizons.
We are confidently advancing the holistic development of the entire education system and we are monitoring the positive outcomes of the various development processes. I am proud of the performance of our sons and daughters graduating in various fields of work and our national cadres in the fields of space science, atomic energy, civilian and military industries. Our citizens now manage the Barakah nuclear power plant, are active in artificial intelligence, lead our space program and industry, and have launched the Hope rover to Mars.

You are well aware of the major economic challenges facing the world during the COVID-19 pandemic and the Russo-Ukrainian war, and we have addressed them with policies and procedures that mitigate their negative impact.
We have also adopted a National Food Security Strategy, which includes agricultural policy and the transition to advanced agricultural methods. In addition, we enacted a new co-op law that mandates a new approach to co-op governance.
Additionally, we launched the UAE Tourism Strategy 2031 as part of the 50th Century Project, which aims to promote a unified national identity and support UAE tourism. Our country is today one of the top 10 most attractive destinations in the world and our national goal is to increase our competitiveness and increase tourism’s contribution to our GDP to AED 450 billion by 2031.
All of this coincides with the passage of relevant legislation consistent with best international practice.
Another major challenge facing the world is global warming, or climate change, which negatively impacts economic development and rainfall.
Despite international awareness of the risks of climate change and related conferences and agreements since 1995, it is only recently that there has been real interest in adopting relevant policies due to the increasing catastrophes caused by global warming.
The UAE has prioritized climate action at an early stage and we have implemented legislation, action plans and policies to address this issue. We had the Supreme Environment Council in 1975 and now we have the Ministry of Climate Change and the Environment.
Within the framework of the National Climate Change Plan and the UAE Energy Strategy 2050, we have made tangible progress towards climate neutrality and increased clean energy production by 2050.
Our country contributes to international efforts to limit the rise in global temperatures through advanced models for tackling climate issues, achievements in the field of clean energy, creating an ideal working environment for the International Renewable Energy Agency (IRENA), and Masdar City international projects, and our strategic partnership with the United States, will invest $100 billion in clean energy projects in both countries and around the world through 2035.
