UAE-Russia Trade Deal Takes Effect on August 23: What It Means for Businesses and Investors

UAE-Russia Trade Deal Strengthens Business and Investment Ties

The UAE-Russia trade deal officially entered into force on August 23, 2026, marking a new stage in economic relations between the two countries.

The Trade in Services and Investment Agreement (TISIA) is designed to improve market access, strengthen investor protections and create clearer conditions for businesses operating in both markets.

The agreement focuses on services and investment rather than goods. It aims to reduce barriers for companies entering each market and make it easier for professionals to operate across borders.

Several sectors are expected to benefit, including fintech, healthcare, transport, logistics and professional services. The framework could create more opportunities for companies looking to expand their services between the UAE and Russia.

The deal comes as bilateral economic activity continues to grow. UAE-Russia non-oil trade reached $20.4 billion in 2025, representing a 77.7% increase from 2024, according to figures reported by UAE officials.

The TISIA was signed in Moscow on August 8, 2025, during President Sheikh Mohamed bin Zayed Al Nahyan’s visit to Russia. Its entry into force on August 23, 2026, now gives the two countries a dedicated framework for services trade and investment cooperation.

The agreement also complements the UAE’s Economic Partnership Agreement with the Eurasian Economic Union, creating a broader framework covering goods, services and investment.

For UAE businesses and investors, the agreement could provide additional opportunities to access the Russian market, while Russian companies may benefit from stronger access to the UAE as a regional commercial and investment hub.
