The Ministry of Human Resources and Emiratisation (MoHRE) has announced that subscriptions to the Unemployment Insurance Scheme will start on 1 January 2023. The ministry also appealed to UAE nationals and residents working in the federal government and private sector to subscribe.

The insurance pool represented by Dubai Insurance is responsible for providing insurance services and provides seven subscription channels, namely:

Website www.iloe.ae, Smart App iloe, Kiosk Machines, Merchant Service Center, Al Ansari Exchange, Bank ATMs and Apps, Telecom Bills.

Derived from Federal Act 13 of 2022, the scheme aims to create a low-cost job safety net that supports employees while providing them with career stability at no cost to employers.

According to MoHRE, anyone who loses their job due to termination of service (except for disciplinary reasons or resignation) is entitled to up to three months of cash compensation.

Subscription fees depend on the employee’s base salary. Those with a basic salary of Dh16,000 or less must pay a subscription fee of Dh5 per month (Dh60 per year) and are eligible for cash compensation of up to Dh10,000 per month.

The second category of persons, whose basic salary is above Dh16,000, must be paid Dh10 per month (Dh120 per year) and is entitled to cash compensation of up to Dh20,000 per month.

Premiums can be paid monthly, quarterly, every six months or annually. The insurance compensation is calculated at 60% of the employee’s basic salary for the last six months before unemployment.

Compensation should be paid within two weeks from the date of filing the claim. The insured can settle claims through various claim settlement channels such as websites, APPs, and insurance pool call centers.

Insureds must have subscribed for at least 12 consecutive months to be eligible for cash compensation. However, if they leave the country or take up a new job, they lose their right to claim compensation.

Investors or owners of their establishments, domestic workers, casual contractors, youth under the age of 18 and retirees receiving a pension and joining a new job are not eligible for the insurance scheme.
