COP28: UAE High Council Highlights Presidential Action Agenda, Progress Updates

ABU DHABI – His Highness Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation and Chairman of the High Committee, oversees the 28th session of the Conference of the Parties to the United United Arab Emirates) to convene members to discuss ongoing preparations to host the COP28 UAE conference to be held in Dubai Expo City in November 2023.

His Highness underscored that, as host of COP28, the UAE is determined to steer innovative multilateral processes, foster global consensus, and deliver breakthrough outcomes, solutions and partnerships.

At the meeting, Sheikh Abdullah called climate change the “defining challenge” of our time, saying: “As a country at the center of climate impacts and undergoing a major energy transition, we understand the urgent need for ambitious mitigation actions to achieve a 1.5°C trajectory.

“We also recognize the need to support the growing number of communities devastated by drought, heat, floods, storms and other climate-induced hazards and shocks. At the same time, we believe investing in a low-carbon future can lead to sustainable economic growth and the jobs needed for a just transition.”

His Highness added: “COP28 must be the COP that unleashes transformative progress for a climate-safe world. The UAE’s COP28 agenda is ambitious but grounded in pragmatism and accountability. We will drive the shift from commitments to concrete action and work with All stakeholders who wish to play a constructive role in co-creating solutions in mitigation, adaptation, loss and damage, and climate finance work together.”

He stressed the need to ensure an inclusive approach in all logistical preparations, including providing a seamless experience for all delegates and visitors, leveraging the UAE’s position as a global hub connecting more than 140 cities around the world. He emphasized the importance of strengthening institutionalized mechanisms to meaningfully engage youth in the UN climate process.

Underscoring the diversity of the COP28 team, His Highness said: “The COP28 team comes from more than 30 countries, from various age groups, genders and professional backgrounds, including intergovernmental organizations, non-governmental organizations, former COP presidents, and the private and public sectors. This blend of skills and experience will help ensure that meetings are inclusive and impactful.”

As a long-established trading nation at the crossroads of the world, the UAE is best placed to support negotiations in fundamental focus areas such as energy, agriculture, investment and sustainable transport. With this philosophy at the heart of its vision, the UAE believes that collaboration will play the most critical role in ensuring that global decarbonization efforts are achieved.

Dr. Sultan Al Jaber, COP28 Chair-designate and Vice-Chair of the High Committee, emphasized that COP28 will be inclusive and accessible to all, noting the importance of an active listening tour that will solicit and mobilize views from a wide range of parties and Stakeholders.

He said: “In the year ahead, our presidency is committed to an open, transparent and inclusive process that builds on and accelerates the progress that has come before us. We will seek diverse views to make COP28 a success. As a consultation An important part of the process, we will start by hearing from all stakeholders – government, civil society, business, youth, etc. This will help us chart the way forward for COP28 and stakeholder support.”

Members of the High Committee include ministers and government officials representing the efforts of all levels of government and sectors to ensure ideal preparations for hosting COP28.
