The fire broke out in a building in the restaurant district of the bustling Xinqiao district around 3:20pm (0620GMT).

“An explosion was also heard. There are 32 fire engines at the scene,” a fire department spokesman told AFP on condition of anonymity.

“Four people were injured, three of them conscious,” he said, adding that there were no details on the fourth person yet.

Officials are investigating the cause of the fire.

A male witness told public broadcaster NHK: “The sound was deafening. It was as if something huge fell from the top of the building – it was an unbelievable explosion.”

“There were pieces of paper all over the nearby intersection. From the way they were scattered, I knew right away that there was an explosion,” he said.
