The UAE has made great strides in the protection of rights, ideas, inventions and trademarks by enacting strict laws and legislation criminalizing the infringement of the intellectual property rights of others, a senior police official said.
Lieutenant General Dhahi Khalfan Tamim, Deputy Chairman of the General Directorate of Police and Security in Dubai and Honorary Chairman of the Emirates Intellectual Property Association, delivered the keynote address at the opening of the 12th Regional IP Crime Conference in Dubai on Tuesday.
According to him, the UAE government is strongly supporting its national strategy to enhance its position as the number one country in the world in the fields of global competitiveness and intellectual property protection.
The two-day conference was organized by Dubai Police in partnership with Interpol under the slogan “Capacity Building to Support Intellectual Property Leadership”. Participants included domestic and foreign partners, officials from the Ministry of Economy, Ministry of Interior, Dubai Customs and Trademark Owners Council.
Intellectual property crimes in literature

Abdullah Ahmed Al Saleh, Undersecretary of the Ministry of Economy, said that the UAE is actively working to reduce intellectual property crimes through comprehensive and high-quality development of its legislative and administrative systems.
These developments include the enactment of three pieces of legislation, Federal Act No. (11) of 2021 on the Regulation and Protection of Industrial Property, Federal Act No. 38 of 2021 on Copyright and Related Rights, and Federal Act No. 38 of 2021 on Trademarks. Decree No. 36, which helps to provide a comprehensive protection mechanism for new inventions and innovative ideas applicable industrially and commercially to all sectors of society, and protects non-traditional trademarks.
Saleh pointed out that the overall development of the country’s intellectual property legislation system will help to increase the growth rate of patents and innovation. Volume increased by 30.6%. The number of industrial design applications registered in 2022 compared to 2021 and the number of patent applications examined in 2022 increased by 5.4% compared to 2021.
He also said the country has successfully registered 21,322 local trademarks and 5,051 international trademarks in 2022. The UAE also tops the Arab and regional rankings in a number of indicators related to innovation and intellectual property, most notably maintaining its number one position in the Arab world for a year. It ranks seventh in a row in the Global Innovation Index 2022, while moving up two positions in this year’s overall category of the index to rank 31st globally.
AED109.5 million dispute over counterfeit goods settled
Ahmed Mahboob Musabih, vice president and CEO of Ports, Customs and Free Zones Corporation and director general of Dubai Customs, said the customs department handled and resolved 388 cases of counterfeit goods in 2022, worth a total of Dh109.5 million.
He added that intellectual property protection has become more important as the value of the UAE’s non-oil foreign trade rises, with a total value of more than AED1.6 trillion in the first nine months of 2022, an increase compared to the same period in 2021. 19%.
