UAE launches new initiative to boost Emiratisation in manufacturing, industry and technology

  • Special Emiratisation Committee established between MoIAT, MoHRE and Nafis under National ICV Program

ABU DHABI, United Arab Emirates – The UAE has launched a new initiative called the Industrialist Programme, aimed at building local capabilities and increasing the Emiratisation of the industrial sector.

The program is the result of a Memorandum of Understanding (MoU) signed between the Ministry of Industry and Advanced Technology (MoIAT), the Ministry of Human Resources and Emiratisation (MoHRE) and the UAE Council for Talent Competitiveness (Nafis). The Entrepreneur Program is a training program aimed at upskilling national cadres and helping them secure skilled jobs in the industrial sector.

As part of the National Domestic Value (ICV) programme, the MoU aims to empower talent, develop skills and provide employment opportunities for UAE nationals. MoIAT, MoHRE and Nafis will cooperate to implement goals, legislation and special programs.

The signing ceremony was attended by His Excellency Dr. Sultan Al Jaber, Minister of Industry and Advanced Technology, and Her Excellency Sarah Al Amiri, Minister of State for Public Education and Advanced Technology.

The MoU was signed by His Excellency Omar Al Suwaidi, Undersecretary of MoIAT; His Excellency Ahmad Yousuf Ahmad Al Nasser, Assistant Undersecretary of the Ministry of Human Resources and Emiratisation; and His Excellency Ghannam Al Mazrouei, Secretary General of the UAE Council for Talent Competitiveness (Nafis).

Enablers and Incentives

HE Omar Al Suwaidi, Undersecretary, MoIAT, said: “MoIAT supports partnerships and collaborations with all government agencies and agencies as well as the private sector through the National Industrial and Advanced Technology Strategy. It is committed to utilizing enablers and incentives to deliver under the National ICV Programme, To promote industrial growth and competitiveness, in addition to creating more high-quality jobs for Emiratis in the private sector. As an initiative of the national ICV programme, the Industrialists Program will help increase the availability of skilled jobs for UAE nationals.”

“MoIAT has launched several initiatives in support of growth and industrial competitiveness such as Make it in the Emirates, National ICV Program and Technology Transformation Programme. HE Al Suwaidi noted that the MoU will create new opportunities: “The Industrialists Program will develop national talent and provide them with the skills they need to thrive in technical and professional jobs. The program will adapt the national training program to meet the requirements of factories .It will also reflect ICV Certification Corporation’s commitment to Emiratisation.”

Supporting UAE talent

His Excellency Ghannam Al Mazrouei, Secretary-General of the UAE Council for Talent Competitiveness (Nafis), emphasized the importance of collaboration between the Ministry of Industry and Advanced Technology, the Ministry of Human Resources and Emiratization, and the UAE Council for Talent Competitiveness, launching the Industrialist Programme, with Companies come together to train and upskill Emirati talent for industrial and technical work, and the program links Emiratisation requirements with domestic value certification.

His Excellency said: “All our efforts are in support of the objectives of this MoU, including Nafis’ unique initiatives, which join other national initiatives such as the Domestic Value Programme, to support Emirati talent in the private sector. Collaboration between government entities is a positive indicator that can support initiatives to empower national talent in the industrial and advanced technology sectors.The industrial sector is one of the UAE’s strategic sectors and is expected to create employment and training opportunities for the UAE to engage and value the sector’s growth and expansion.”

His Excellency Ahmed Nasser, Assistant Undersecretary for National Human Resource Development at the Ministry of Human Resources and Emiratisation, said: “The sustainable industries and technology sector is a priority in the Emiratisation policy as they are one of the important sectors that can be adopted in our hope Among the young Emirati talents who contributed to shaping the UAE Centenary 2071. The UAE continues to encourage innovative sectors with high added value, new and sustainable production mechanisms, and supports and empowers young national talent to take the initiative and make effective contribute.

He added: “This MoU aims to accelerate the pace of Emiratisation and create new jobs in the private sector, especially in areas that will shape the future. It also encourages our youth to take the path of industrial entrepreneurship.”

His Excellency highlighted the importance of the private sector’s contribution to Emiratisation, as well as the highly skilled jobs held by most of the Emirati talent listed in the Ministry of Human Resources and Emiratisation. He noted that this is in line with the target of increasing Emiratisation by 2% per annum, reaching 10% growth by 2026, which would have a “positive impact on the local economy and the private sector”.cooperation field

Areas of cooperation included in the MoU include launching the Entrepreneurs Program and working with training institutions and industry to develop training programs for the UAE. MoIAT will link factories together under the scheme. A Special Emiratisation Committee, chaired by MoIAT with MoHRE and Nafis as members, will also be established within the framework of the National ICV Program to ensure the objectives of the Program are met.

MoIAT, MoHRE and Nafis will launch a national campaign to create local industrial jobs. The three parties will coordinate to achieve the goals of the Industrialists Program. MoIAT will work with MoHRE to establish a process for exchanging Emiratisation information and linking it to ICV accreditation. Nafis will also fund and support training programs in accordance with prevailing standards applicable to beneficiaries who meet program and program eligibility requirements.

National Intelligent Connected Vehicle Program

The MoU is in line with MoIAT’s strategic objectives to support the UAE’s industrial sector, strengthen the national economy and expand the national ICV programme. Manufacturers’ spending in the national economy will reach AED53 billion in 2022, helping to increase the rate of emiratization in the private sector. Rising domestic spending increases demand for national goods and services. The national ICV program also achieved a number of milestones in 2022, most notably the admission of six new entities to the program, bringing the total membership to 20 local, federal and government agencies, as well as national corporations.

The MoU strengthens MoIAT’s integration and partnership with MoHRE and Nafis, in line with MoIAT’s policy to promote, recognize and encourage the industrial sector, strengthen the national ICV program and increase the UAE’s attractiveness to investors.

The role of MoHRE in the partnership is critical as it will upskill the local labor market. The MoHRE is implementing a strategic plan to ensure that the UAE’s labor market empowers Emiratis and attracts talent to support the development of a knowledge-based economy.

Nafis aims to create sustainable human capital for the private sector. This supports the UAE’s economy and contributes to the competitiveness of Emirati talent, enabling them to be employed in the UAE’s private sector.

About the Ministry of Industry and Advanced Technology

The Ministry of Industry and Advanced Technology (MoIAT) was established in July 2020 to increase the contribution of the industrial sector to the UAE’s GDP and promote sustainable industrial development. The Ministry is a key driver of the UAE’s 2050 Net Zero Emissions Strategic Initiative and plays an important role in the country’s COP28 agenda.
