The signing ceremony took place at the AGDA in Abu Dhabi, where the Memorandum of Understanding was signed by AGDA Director General Nickolay Mladenov and Amb. Dr. Abdulsalam Al Madani, Ambassador-at-Large of the GCC Mediterranean Parliamentary Assembly and Chairman of the DIHAD Foundation, in the presence of leading members of both parties.
