The fate of the proposed entertainment and retail complex on State Routes 191 and 158 is now in the hands of the City Council.
Midland Development Corp. board members unanimously approved a resolution Monday authorizing MDC, the City of Midland and C. Hodges Development Services to enter into a master development agreement for the multimillion-dollar entertainment and retail complex.
The city council will now process the agreement and the associated tax breaks.
C. Hodges Development Services plans to build a $45 million entertainment and retail complex on 17.345 acres at the intersection. Under the Master Development Agreement, MDC has agreed to provide up to $5 million in infrastructure funding for roads, drainage, water and other infrastructure. This includes two roads – an east-west extension of Sinclair Avenue and a new north-south road. Once complete, all infrastructure will be dedicated to the City of Midland.
Hodges will be reimbursed $5 million once the city of Midland inspects and approves the infrastructure, Harris told Reporter-Telegram in a phone interview last week.
Bass Pro Shops is expected to be the anchor tenant, occupying a 60,000-square-foot pad designated for a national retailer. Site plans also include the site for a 60,000-square-foot two-story home theater and entertainment center with an outdoor music and event stage, as well as land for other general retail and restaurants.
The definitive agreement calls for Hodges to acquire the land on or before May 1 of this year, to start construction on or before January 1, 2026, and to complete it by January 1, 2027.
Harris noted that Hodges has a strong track record with such developments, including the Canyon West mall in Lubbock.
