Dubai E-Scooter Rules 2026: RTA and Police Enforce Fines, Safety Zones
Dubai authorities have clarified the rules for e-scooter riders as the Roads and Transport Authority (RTA) and Dubai Police intensify monitoring across the emirate. Officials said riders must use designated cycling and e-scooter tracks or approved “safe street” zones, while riding on pedestrian-only sidewalks remains prohibited. According to the RTA, dedicated tracks are separated from pedestrian areas to improve safety for both riders and walkers. In residential neighbourhoods, some low-speed roads with a maximum speed limit of 30kmph have been classified as “safe streets”, allowing e-scooters and bicycles to share the road with vehicles. Authorities stressed that riders must follow several safety regulations. Users must be at least 16 years old, only one person is allowed on a scooter, and riders are encouraged to wear helmets and other protective gear. E-scooter users are also required to obey traffic signals, stay within approved riding zones, and avoid reckless behaviour. Dubai Police and the RTA recently launched a dedicated Personal Mobility Monitoring Unit to patrol cycling tracks, roads, and soft mobility zones beginning May 1, 2026. Officials warned that violating the rules can lead to fines ranging from Dh100 to Dh300. Common offences include riding in non-designated areas, carrying passengers, using scooters dangerously, failing to wear safety gear, or riding on roads with speed limits above 60kmph. The stricter enforcement comes as Dubai records a rise in e-scooter and bicycle accidents.
